Women-owned Business Enterprise (WBE) Win

Couch White, LLP Partner, Don Hillmann, successfully appealed a denial for a recertification of a Women-owned Business Enterprise (WBE) on behalf of Stefanie Wiley, President of Hoosick Valley Contractors (HVC). Stefanie is a third-generation majority owner of the company, following her grandfather and father’s footsteps, and has grown the company significantly during her tenure. In 2020, she was denied her WBE recertification after running the business for six years based on questions regarding her majority ownership of the company.

“It was a back-and-forth between our office and the appeals attorney at the ESD [over several months] demonstrating that there really wasn’t any question that [Wiley] was a very well qualified owner of the company,” Hillmann said in the Albany Business Review. “We were really happy with the way that it came out because she’s an exceptional manager and there was never any doubt in our mind that she was a solid applicant and deserved the certification.” Hudson Valley Contractors received their recertification as a women-owned business on August 1.
