Education
Samantha is an attorney in our Energy Practice Group. She advises clients on a range of regulatory matters and represents them in state and federal regulatory proceedings, including before the New York State Public Service Commission, the New York State Department of Environmental Conservation, the Federal Energy Regulatory Commission, the New York Independent System Operator Inc., and ISO New England.
Samantha has extensive experience advising clients on ISO/RTO wholesale electricity market rules and engaging with independent market monitors. In addition, she provides advice and counsel to clients on energy-related projects and investments and assists clients in negotiating energy-related transactions.
Immediately prior to joining Couch White, Samantha was an Attorney-Advisor in the Office of Enforcement at the Federal Energy Regulatory Commission.

Professional Experience
- Attorney-Advisor at FERC, where she investigated potential violations of Commission rules, regulations, and Commission-approved tariffs.
- Significant experience in conducting all aspects of investigative work, including strategy development, taking testimony and depositions, engaging in documentary discovery, performing site visits, developing preliminary findings, and conducting settlement negotiations.
- Frequent engagement with ISO/RTOs and market monitors on a broad range of issues within FERC’s jurisdiction.
- Judicial Law Clerk for U.S. District Court for the Southern District of New York, where she conducted research and drafted opinions.
- Commercial and Intellectual Property Associate, where she represented clients in state and federal court litigation, government and internal investigations, and mediation.
