Samantha is an attorney in our Energy Practice Group. She advises clients on a range of regulatory matters and represents them in state and federal regulatory proceedings. In addition, she provides advice and counsel to clients on energy-related projects and investments and assists clients in negotiating energy-related transactions.
Prior to joining Couch White, Samantha was an Attorney-Advisor in the Office of Enforcement at the Federal Energy Regulatory Commission.

Professional Experience
- Attorney-Advisor at FERC, where she investigated potential violations of Commission rules, regulations, and Commission-approved tariffs.
- Significant experience in conducting all aspects of investigative work, including strategy development, taking testimony and depositions, engaging in documentary discovery, performing site visits, developing preliminary findings, and conducting settlement negotiations.
- Significant engagement with ISO/RTOs and market monitors on a broad range of issues within FERC’s jurisdiction.
- Judicial Law Clerk for U.S. District Court for the Southern District of New York, where she conducted research and drafted opinions.
- Commercial and Intellectual Property Associate, where she represented clients in state and federal court litigation, government and internal investigations, and mediation.
- Significant experience arguing dispositive motions, as well as drafting pleadings, motions, CPLR article 78 petitions, appellate briefs, and settlement agreements.
