John brings over two decades of experience representing and counseling corporate, municipal, and private clients with regard to construction litigation, environmental and land use law, commercial litigation, and employment law.  He is experienced in government investigations and complex litigation, including commercial disputes, employment matters, environmental claims, and shareholder actions, and has appeared in both trial and appellate courts at the state and federal levels. He also advises corporations, developers, contractors, and property owners on a wide range of construction, commercial, and regulatory matters.

His practice at the firm includes guiding clients in areas of construction, litigation, environmental and land use matters, including permitting and compliance under New York’s State Environmental Quality Review Act (SEQRA), securing municipal approvals, and representing clients in complex litigation in both state and federal courts.

Professional Experience

  • Represented corporate, municipal, and private clients in complex litigation, including commercial disputes, employment matters, environmental claims, and shareholder actions, in both trial and appellate courts at the state and federal levels.
  • Provided strategic counsel on environmental and land use matters, including project development, permitting, regulatory compliance, and enforcement defense under federal and state environmental laws.
  • Extensive experience with administrative proceedings, Article 78 litigation, and matters involving SEQRA, solid waste regulation, and land use disputes.
  • Led investigations into health care, procurement and mortgage fraud claims against the United States under the federal False Claims Act, FIRREA, the Stark Law and the Anti-Kickback Statute.
  • Represented the United States in affirmative civil enforcement matters involving environmental enforcement, civil rights violations and drug diversion investigations.
  • Defended the interests of the United States in employment litigation, regulatory challenges and Federal Tort Claims Act matters.
