Attorneys from Couch White represented the Advance Albany County Alliance (the “Alliance”) against a bid protest concerning the demolition of the Central Warehouse in the City of Albany.   At issue was whether the Alliance, a Local Development Corporation, was subject to the procurement requirements of Section 103 of the General Municipal Law.  In a Decision dated July 2, 2025, the Albany County Supreme Court ruled in favor of the Alliance, holding that it was not a “political subdivision” under the General Municipal Law.   This Decision allows the demolition project to move forward as planned.
