Couch White, LLP Partner to Present at Workshop to Help CEOs, COOs, CFOs and Board Members Plan, Implement and Finance Hospital Energy Efficiency Projects

Couch White, LLP Managing Partner, Robert M. Loughney, of the Firm’s Energy law practice group is set to present at the Energy Efficiency for Health Care seminar being held January 24. His presentation will cover how the rate-setting process works in New York State as well as how businesses can understand, participate in and impact the rate-setting process.

 

This seminar, presented by the New York State Research and Development Authority (“NYSERDA”), National Grid, the Healthcare Association of New York State (“HANYS”), Greater New York Hospital Association, and Con Edison, is designed to help identify how hospitals can finance energy efficiency projects.

 

Robert Loughney and John Moynihan, Division Manager, COGEN Power Technologies will present a case study, “Using Power Purchase Agreements to Fund Your Energy Project”. The speakers will address the legal and financing issues associated with using a power purchase agreement to fund an energy project. They will draw on their experiences at an upstate hospital where a cogeneration plant and other energy projects were installed to discuss opportunities for funding energy projects.

 

Participants will also hear about:

·         New regulations at the Department of Health that could streamline state review or eliminate the  Certificate of Need requirement for certain energy efficiency projects;

·         A new, non-profit organization, Greenco,  a public/private partnership that is working to expedite and substantially improve the investment of energy efficiency technology in New York’s hospitals;

·         A discussion by a panel of hospital executives about how they financed their projects;

·         The development of a master plan as an effective initial step in implementing a comprehensive, energy conservation and greenhouse gas reduction program;

·         Third party financing as a strategy for funding energy projects;

·         NYSERDA and utility programs that can provide free third party oversight over energy project proposals; and

·         A library of energy project information that can be used to help facilitate project development.

 

Additional speakers include representatives from NYSERDA, HANYS, Deputy Secretary for Energy’s Office (invited), Cogen Power Technologies, Greenco, Health Capital Partners, Luthin Associates, National Grid, PACE Energy and Climate Center and a select panel of hospital executives.
