Joseph C. Scala is in his fourth year as City Attorney for the City of Saratoga Springs.  He practiced in New York and Connecticut since 1984.  Joe has become an innovative, resourceful and highly experienced public and private practice attorney and business development executive valued for resolving difficult matters with unique solutions.

Joe contributes to the firms municipal, corporate and commercial practice groups.  He previously served as chief attorney for the World Trade Center Captive Insurance program, where he coordinated with Federal, State and NYC governments, WTC contractors and their counsel to establish a private insurance company using $1 billion in federal funds to insure claims related to the WTC cleanup. More recently, he coordinated with New York State Parks, the Department of Labor and the Attorney General’s office to allow construction of a recreation facility in the City. On behalf of his private clients, Joe recently obtained a WBE certification for a Long Island construction business and negotiated a complex commercial lease in New York City. His experience with land use law, coupled with strong corporate and transactional legal skills, will bring great value to the services we provide our clients and make him a valuable addition to the Firm’s Corporate law practice group. He is also a member of the Firm's Construction law practice group.
