Mr. Howard is a member of the Firm’s Construction, Commercial, Government Contracts, Litigation, Labor & Employment and Trusts, Estates and Business Succession Planning practice groups. Joel represents contractors, subcontractors, material-men, owners, sureties and design professionals in all manner of construction contract matters; contract negotiation, contract disputes, mediation, arbitration and litigation, before state and federal courts and administrative agencies. He is also involved in commercial transactions, including mergers, acquisitions, work-outs, loan restructuring and secured transactions.

Joel’s experience with construction contract issues provides him with a unique ability to creatively address client concerns.

Joel’s experience in construction labor relations matters include organizing, elections, collective bargaining, arbitrations, picketing and labor violence. He has handled labor matters before the National Labor Relations Board and federal courts. He has an extensive background in prevailing wage matters involving the New York State Department of Labor.

Joel was named a 2010 Super Lawyer in the New York Super Lawyers Upstate Edition for Construction Litigation.
