Mr. Bissell is a member of the Firm’s Energy practice group. He has extensive experience drafting and negotiating wholesale power transactions and related agreements, retail energy agreements, and demand response agreements. Garrett represents and advises clients on regulatory matters before Independent System Operators and Regional Transmission Organizations (“ISOs/RTOs”), the New York State Public Service Commission and the Federal Energy Regulatory Commission (“FERC”). He also assists clients in evaluating energy procurement and utility service options and has represented clients in matters related to the siting/licensing of transmission facilities and renewable generation facilities.

Prior to joining Couch White, Garrett served as the Manager of Regulatory Services for a national energy services company. In this role, he oversaw and coordinated the company’s participation in and monitoring of regulatory matters before various ISOs/RTOs, and state and federal regulatory bodies. He also previously served as in-house counsel for the same company, and was responsible for the drafting and negotiation of wholesale power, capacity, demand response, and related agreements.
